Thank you for contacting me regarding the availability of abortions
at overseas Department of Defense medical facilities. I appreciate
learning of your interest in this issue, and I share your concerns.
As you know, the House and Senate considered amendments on this issue
during deliberations on the fiscal year 2005 National Defense Authorization
bill. In the House, an amendment by Representative Susan Davis to repeal
the prohibition on servicewomen and female military dependents receiving
abortions when paid for privately at overseas military hospitals failed 202
- 221. The Senate amendment, offered by Senator Boxer, would exempt
abortions of pregnancies due to rape or incest from the prohibition against
using DOD funds. This amendment passed.
Unfortunately, the Senate amendment was dropped from the conference
report agreed to in October and which recently became law. I remain in
favor of these amendments because I believe female service members make a
tremendous sacrifice to preserve and protect American freedom and liberty,
and, as such, they deserve access to medical procedures that are lawful in
the United States.

I want to take this time to thank you for your efforts regarding the initiatives on abortion services at miliatry health facilities overseas. I agree with you that service members, staff and dependants are denied the same right to safe, legal abortions as their stateside sisters have.
