Actually very true. Hurricanes (like any storm) live and die on the basis of heat and airflow. Hurricanes over warm water grow in intensity, due to convective forces, while hurricanes over cold water die. Hurricanes over land will also die, since there's little or no rising moisture (as compared to what would be found over warm water) to fuel the engine.
Disrupt the engine powering the storm, by whatever means, and you dissipate the storm.
